It’s tempting. A dripping tap, a slow-draining sink, a gurgling toilet — these feel like problems you should be able to fix yourself with a YouTube video and a trip to Bunnings.
But in Victoria, DIY plumbing isn’t just risky. Most of it is illegal.
What the Law Actually Says in Victoria
Under the Plumbing and Drainage Act 2000 (VIC), anyone carrying out plumbing work in Victoria must hold a current VBA (Victorian Building Authority) licence. This applies to replacing or repairing pipes, installing or modifying hot water systems, any gas fitting work, drain repairs or replacements, and fixing toilet cisterns connected to the water supply.
The only exceptions are minor maintenance tasks — things like replacing a tap washer or a showerhead fitting (not the pipes themselves). Everything else legally requires a licensed plumber.
If unlicensed work is discovered — during a sale, insurance claim, or inspection — you can be fined up to $40,000, and your insurer can void your policy.
Why DIY Plumbing Usually Fails
Wrong parts. Hardware stores sell generic fittings that don’t always suit Australian water pressure. The wrong washer or fitting can fail within months.
Temporary fixes that hide bigger problems. That slow drain might not be a blockage — it could be a collapsed pipe or tree root intrusion. Pouring drain cleaner down it delays the diagnosis and makes the real fix harder.
Making it worse. Overtightening a nut on older copper or clay pipes can crack them. A small drip becomes a burst pipe, a mould problem, or significant water damage.
No Certificate of Compliance. Licensed plumbers issue a Certificate of Compliance for all completed work. Without this, your insurance may be invalid, and you won’t be able to use the work as evidence during a property sale.
Melbourne Scenarios Where DIY Goes Wrong
Flexi hoses under the sink. Melbourne homes are full of aging braided flexi hoses. They’re the #1 cause of home water damage in Victoria. When they fail, they dump hundreds of litres per hour. Replacing them seems simple, but the wrong fitting or overtightening causes failure.
Hot water systems. Swapping a hot water unit requires gas or electrical disconnection, EPA compliance, and a VBA Certificate. Without it, you’re uninsured.
Blocked drains. A plunger is fine. Everything after that — removing traps, rodding through pipes, using a drain snake — is licensed territory.
What You Can Legally Do Yourself
There are tasks Melbourne homeowners can handle without a licence: replacing a tap washer (not the tap body), cleaning a showerhead (descaling), replacing a showerhead on an existing fitting, unblocking a drain at surface level (plunging), and replacing toilet cistern parts (flush valve, flapper) — not supply line connections. Everything else: call a licensed plumber.
