- Water supply to the building boundary
What the Lot Owner Is Typically Responsible For
- All pipes, fittings, and fixtures within their lot
- Hot water system servicing their lot only
- Toilet, shower, bath, and basin within the lot
- Flexi hoses under sinks and behind toilets
- Kitchen and laundry plumbing within the lot
Grey Areas and Disputes
The most common disputes arise around:
- Leaks through floor slabs: A pipe within Lot A’s slab may be the lot owner’s responsibility even though it’s causing damage to Lot B below
- Shared drainage stacks: A blockage in a shared stack typically falls to the OC, but the cause may have been from within one lot
- Individual hot water systems in common cupboards: If the HWS is in a common area but serves only one lot, check the plan and OC rules
For disputed repairs, a plumber can identify the pipe location relative to lot boundaries and document findings — useful for VCAT or insurance claims.
