With plumbing costs a real concern for Melbourne homeowners, many people wonder what plumbing work they can legally do themselves. The short answer: not much. Here’s what Victorian law actually allows.
Victorian Plumbing Licensing Requirements
Under Victoria’s Plumbing and Drainage Act 2014 and administered by the Victorian Building Authority (VBA), most plumbing work must be performed by a licensed plumber. Unlicensed plumbing work is illegal and can void your home insurance, cause issues when selling your property, and create serious safety risks.
What Homeowners CAN Do Themselves in Victoria
Victorian law allows homeowners to perform minor, non-structural maintenance without a licence:
- Replacing a tap washer or O-ring — on existing taps (not replacing the tap body)
- Unblocking a drain using a plunger or hand drain snake (no chemicals that could damage pipes)
- Replacing a showerhead — if it connects to the same fitting, no pipe work involved
- Replacing a tap aerator or flow restrictor
- Re-seating a toilet seat
- Replacing the innards of a cistern — inlet valve, outlet valve (on like-for-like basis)
What You CANNOT Do Without a Licence in Victoria
Everything else requires a licensed plumber, including:
- Installing or replacing any water pipe (including garden taps)
- Installing or replacing any gas appliance or gas pipe
- Installing or replacing hot water systems
- Installing or replacing toilets, sinks, basins, baths, or showers
- Any work connecting to the sewer
- Installing or modifying stormwater drainage
- Waterproofing wet areas (bathrooms, laundries)
- Any work on a roof drainage system
The Risks of Unlicensed Plumbing Work
- Insurance void — home and contents insurance may not cover damage caused by unlicensed work
- Property sale issues — buyers’ inspectors often identify unlicensed work; you may be required to rectify it at your cost
- VBA fines — fines up to $10,000 for individuals performing unlicensed plumbing work
- Safety risks — incorrectly installed gas, water, or drainage can be dangerous
What About Owner-Builder Work?
Owner-builders can perform some building work themselves, but plumbing and gas fitting are explicitly excluded — they must always be performed by licensed tradespeople, even on your own home you’re building.
